The  Voice of HMEW is an independent, volunteer-run group of homeowners founded on members' rights to meet, exchange information, and stay informed. This coalition is entirely independent of the Highland Meadows Estates West Homeowners Association (HOA).

This coalition is entirely independent of the Homeowners Association (HOA) at Highland Meadows Estates West.

In the interest of all homeowners, The Voice of HMEW and its members aim to:​

- Closely monitor developments in the current Homeowners Association (HOA) management

- Ensure that digital security solutions are implemented

- Ensure that homeowners’ rights are respected

- Achieve greater stability

1- TRANSPARENCY

 

Toward a Healthy Relationship Between the Community and the HOA

 

A strong community is built on a relationship of trust between homeowners and their association. This trust depends above all on clear communication, genuine access to information, and a shared understanding of the decisions made.

With this in mind, the coalition is committed to helping improve communication between the community and the HOA. Its role is to help make information more accessible, promote a better understanding of the issues at hand, and support the recognition of homeowners’ rights.

In practical terms, this means:

  • facilitating access to relevant information

  • encouraging clearer and more regular communication

  • ensuring close monitoring of expenses and ongoing projects

  • helping to understand the rationale behind certain decisions

  • ensuring compliance with established processes

  • protecting and promoting residents’ rights

but to help create an environment where property owners are

better informed, better understood, and fully engaged in the life of their community.”

2- SECURITY OF OUR FINANCIAL AND CONFIDENTIAL DATA

New Digital Reality - Outdated HOA Model

 

Today, an HOA no longer manages just properties.

 

It also manages sensitive data: financial information, personal data, and internal communications.

In the age of digital security, the 100% volunteer model is shifting toward a hybrid model (see explanation of the “hybrid” model below) because this model often relies on well-meaning board members who lack specialized expertise in digital security or data management.

 

This disconnect creates a real risk.

 

Without professional structure or oversight, the management of access, information, and systems can become vulnerable—exposing the community to errors, data breaches, or digital fraud.

 

Even more concerning: these situations can recur year after year in the absence of appropriate mechanisms.

 

Today, in the digital age, it’s no longer just about managing a community.

It’s also about protecting its financial and confidential data.”

👉 The ‘HYBRID’ Model - THE Solution: Current HOA + a CAM (Company Associations Management)

What is a CAM (Company Associations Management)?

A CAM is a professional firm that assists the HOA in managing the community on a day-to-day basis.

The board of directors continues to make decisions, but the CAM ensures they are properly executed in a structured and secure manner.​

  • Main role: Execute the decisions of the board of directors (BOD) and handle day-to-day management.

  • Authority: ❌ Does not make decisions - ✔ Implements the board’s decisions

  • Who decides? The (volunteer) board remains fully responsible for decisions.

  • Typical responsibilities: Financial management (e.g., collecting monthly dues), administration, vendor management, compliance (e.g., secure management of applications to the HMEW), communication

  • Data security: Secure portal, implementation of secure systems to protect financial and personal information

  • Expertise: Professionals trained and often certified in HOA management (CAM certification)

  • Key benefit: Provides structure, rigor, and continuity

  • Paid service: Affordable annual or monthly cost, often recouped by avoiding improper and unprofessional management

👉 A CAM does not replace the Board of Directors. It supports it.

  • The CAM does not take power away from residents

  • The CAM does not impose decisions

  • The CAM professionalizes management

The Voice HMEW is committed to acting in accordance with the following principles:

  • Respect and civility in all interactions.

  • Transparency and verification of the information shared.

  • Seeking constructive solutions for the good of the community.

  • Active and responsible participation by property owners.

INDEPENDENCE CLAUSE

The Voice HMEW is an independent initiative of homeowners and does not officially represent the Homeowners’ Association, unless explicitly authorized by the community members.

The Voice of HMEW Coalition initiative is a voluntary and independent grouping of resident owners of Highland Meadows Estates West.

It falls within the exercise of the fundamental rights of members of a homeowners' association in Florida, including the right to meet, exchange information and express themselves freely on community issues, as recognized in particular by Florida Statutes Chapter 720.

The coalition's mission is to promote awareness, transparency and a better understanding of the issues related to data governance and security within the community.

It is not a decision-making entity and does not exercise any authority over the association.
